Rola i zadania państwa w finansowaniu edukacji w Polsce

Abstract

Chociaż odpowiedzialność za finansowanie edukacją i zarządzanie nią w Polsce spoczywa na jednostkach samorządu terytorialnego, to zapewnienie środków finansowych na realizację zadań edukacyjnych znajduje się w gestii budżetu państwa. Transfery w postaci części oświatowej subwencji ogólnej stanowią główne źródło finansowania zadań oświatowych. W artykule wyjaśniono istotę decentralizacji oraz przedstawiono zagadnienia związane z redystrybucją części oświatowej subwencji ogólnej jako głównego źródła finansowania zadań oświatowych.Although the responsibility for financing and managing education in Poland lies with the units of self-government, ensuring the financial resources for the realization of educational tasks is found to be at the mercy of the state budget. Transfers in the form of parts of general educational subsidies constitute the principal source of financing educational tasks. In the herein paper, the essence of decentralization has been explained, as well as a presentation provided of the issues associated with the redistribution of general subsidies for educational tasks as the principal source of financing educational tasks.
