Besides that, the main goal of the VWC was to conduct propaganda and indoctrinate the young people that participated. VWC’s propaganda was based on publishing materials such as ‘Biuletyn Informacyjny’ and cooperating with youth magazines. The most common technique used was to depict the idyllic everyday life of the VWC, where youngsters could, of course, earn money, but also learn a profession, make friends and enjoy the time that they spent in the camp. Young people were indoctrinated during the classes and lectures, which were often led by a professional propagandist. During the course of those lectures they were inculcated with the social vision of the world and they praised the achievements of the Polish People’s Republic. ‘Spartakiads’ were a particulary interesting way of indoctrination – these were sporting events thematically connected with the propaganda.Pozycja Postawy wobec polskiej polityki historycznej: wyniki eksperymentu(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Wawrzyński, Patryk; Schattkowsky, Ralph; Muszyński, Marek A.; Czarnek, GabrielaThe paper presents the preliminary results of the interdisciplinary study on the influence of the government's remembrance policy. The key aspect of the project was a measurement of 364 students' attitudes towards management of collective memory in laboratory conditions. Its objective was a diagnosis of Polish youth's disposition to the management of collective memory by a state, but also a measurement of attitude change resulting from a narrative (which imitated the remembrance policy). The paper discusses general results of the study and three aspects of attitudes: cognitive, emotional and behavioral. It presents both results from the first measurement and effects of emotions' and commitment's manipulation. Collected data was used to formulate four research conclusions which consider attitudes towards the government's remembrance policy, their change and their relevance to a question on the distribution of influence between a government and a civil society.Pozycja Efektywność międzynarodowych reżimów nieproliferacji broni biologicznej i chemicznej(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Stempień, Marta; Tołwiński, MaciejInternational non-proliferation regimes will only be effective when the efforts of the signatories of international agreements, regional or bilateral will be increased, because declarative expression of support for the various forms of initiatives of the international community often end up at this level, as shown by the cases of chemical weapons use in the Syrian Civil War. The main aim of this article is to show the management problems of global non-proliferation regimes of biological and chemical weapons. The authors made a comparative analysis of two non-proliferation regimes. During the period 1948–1971 the Polish Government signed 12 bilateral indemnity agreements with Western European states as well as the United States of America and Canada. These agreements applied to property and financial interests of foreign natural and legal persons that, following World War II, were nationalized in Poland. The Polish Government entered into these agreements mostly for economic (e.g. strengthening of export incl. hard coal, demand for capital) and political reasons (threat of international isolation). Based on these agreements, the Polish Government transferred to the governments of foreign states lump-sum compensations to settle their claims. Countries which entered into these agreements with Poland assumed full responsibility for setting up claiming procedure as well as for the payment of compensation to their citizens. It shows that this form of policy is typical of public policies, being characterized by a suitable life cycle and referents. It examines relations between innovative policy and industry, science and the government. One finds that innovative policy is a stimulator of the development of the economy in a given state.Pozycja House of Cards i Machiavelli – Frank Underwood jako przykład współczesnego księcia(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Rożewska, AgnieszkaThe intrigue ridden series, “House of Cards” presents the story of Frank Underwood, a “whip” responsible for discipline in the Democratic Party. To follow his ambitious, he appears as a great strategist and diplomat, and demonstrates some unique skills. Unfortunately his actions always get positive results, which has a negative impact on the realism of the series. However all the manipulative techniques used by Underwood and references to “The Prince” by Machiavelli are very authentic. This paper discusses the above techniques and instruments implemented by Frank. The fact that the series is very popular and received a great response from the viewers is related to its theme and the way of presenting politics. Although there are mixed reviews when it comes to the realism shown in the “House of Cards”, the viewer seemed to be convinced of a great opportunity presented to look backstage of White House politics.Pozycja Polscy emigranci wobec referendum w sprawie niepodległości Szkocji(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Gąsior-Niemiec, AnnaThe paper focuses on the involvement of Polish migrants in the Scottish Independence Referendum of 2014. Based on the available evidence, it argues that political apathy and the alienation of migrants in their receiving countries should not be taken for granted. The article includes selected examples of various election activities, which could be observed in different cities throughout the region. The examination of the thesis embodied those practices, the main purpose of which is to gain trust and support from the electorate, as well as those activities which have unethical and unfair character. Moreover, the media’s participation in the campaign and their influence on the electorate has been analyzed. Eventually it was decided to settle upon a system of government which is characterised by the duality of executive power exercised by the President, as well as Prime Minister and the government accountable to parliament. This element of the political regime creates the potential for cohabitation – an inherently conflictual phenomena which can have many negative consequences. One of them is the possibility of its negative impact on the duration of the coalition cabinet. In this article, we intend to test the hypothesis, according to which the phenomenon of cohabitation has a negative impact on coalition governments through the reduction of their duration. The article consists of four parts. The first briefly characterizes the evolution of the Polish political regime, highlighting the potential for cohabitation which is created by the dual structure of executive – the permanent element of Polish system of government. In the second part we explain the concepts of the cabinet government and the coalition. In the third section we describe coalition governments formed in Poland in the years 1991–2014 and the phenomenon of cohabitation occurring during their lifetime. In the fourth part we examine the impact of cohabitation on the duration of coalition governments in Poland. The conclusions of the analysis are presented at the end.
