    NATO and EU approach towards civil-military relations in military operations

    Stosunki między cywilami i żołnierzami są nieuniknioną konsekwencją istnienia wojny, jednak dopiero niedawno zaczęły być regulowane przez jedne z największych organizacji międzynarodowych zajmujących się utrzymaniem pokoju. Pierwszym celem niniejszego artykułu jest przedstawienie i porównanie najważniejszych regulacji NATO i UE, dotyczących relacji cywilno-wojskowych. Autorka prezentuje ewolucję koncepcji współpracy cywilno-wojskowej NATO i UE, wypracowane przez nie definicje oraz organy odpowiedzialne za implementację koncepcji, umieszczone w kontekście ogólnych strategii obu organizacji. Takie zestawienie najważniejszych regulacji pozwoli osiągnąć drugi cel artykułu, jakim jest zidentyfikowanie największych wyzwań związanych ze współpracą cywilno-wojskową, wspólnych dla NATO i UE oraz typowych dla poszczególnych organizacji.

    „Miasto ogród”. Analiza możliwości wykorzystania walorów urbanistyczno- krajobrazowych w promocji miasta i budowaniu jego marki na przykładzie wybranych miast polskich

    The main aim of the article was to determine which of the Polish "Garden Cities" used the historical urban system and their names as a brand. For this purpose, author analyzed most of the strategic documents and reports of the "Garden Cities", ie. Podkowa Lesna, Zabki, Milanowek, Komorow, Puszczykowo, Wroclaw (district Karlowice), Katowice (Giszowiec), Krakow (district Nowa Huta) and Sokolniki (municipality Ozorkow). The research was focused on the online promotion of these cities and conducted by analysis of their websites and Facebook profiles. The results showed that most of the local governments support the concept of “Garden City”. Generally, effective urban policy is implemented in small cities and cities which have preserved their urban layout. This is noticeable in such cities: Podkowa Lesna and Milanowek. However, developments in Katowice are particularly interesting, as the local government aims to change its image of being a “dirty” and “grey” into a green and friendly city. Podkowa Lesna, Milanowek and Katowice have the best chance of becoming a recognised brand.

    Agenda regionalnych polityk publicznych oraz opinia publiczna i media w województwie lubelskim. Analiza agenda-setting

    In the proposed study consideration is given to the problem of the interdependency and distinction of priorities of public opinion, news media and public policies on the local level. The theoretical and methodological basis of the paper consists of the agenda-setting and political responsiveness approaches. The empirical data is divided into three agendas: public, media and policy, which were analysed using comparative statistical analysis. The conclusions pointed at the substantial distinction of the priorities formulated by public opinion and the policies implemented by local government and, to a certain extent, at the interdependency between the news media and local public policy agenda.

    Partnerstwo i partycypacja na obszarach wiejskich – przypadek lokalnych grup działania w województwie podkarpackim

    The paper is focused on the principles of partnership and participation in rural areas in contemporary Poland. The studied case involves local action groups (LAGs) established in the Subcarpathian Voivodeship in the period 2007-2013. Based on national and European legal frameworks that regulate the establishment and functioning of the LAGs, these organizations are required to implement the principles of partnership and participation as far as their structures and functions are concerned. The principle of partnership is premised, inter alia, on a specific obligation to include representatives of three sectors – public, economic and social – in the LAGs’ membership. The principle of participation means, among others, that the LAGs are expected to engage in the active recruitment of new members. In the paper the implementation of both of the principles is evaluated by analyzing the LAGs’ membership structures and their criteria of access to membership.

    Demokracja bezpośrednia w szwajcarskich kantonach. Wybrane uwagi na temat referendum, inicjatywy ludowej oraz zgromadzenia ludowego

    The main goal of the article is to answer the question about the role of direct democracy in Swiss Cantons. The author in her considerations concentrates on such institutions as: cantonal referendum, cantonal popular initiatives and popular assembly (Landsgemeinde). The questions that were posed in this article were the following: how do the direct democratic institutions work in the Swiss Confederation? What kind of changes are taking place when it comes to cantonal forms of direct democracy? What is the role of Landsgemeinde and how does it function in practice? In the research process several research methods have been used by the author. They were: institutional-legal analysis that helped to study the legal acts on direct democratic forms in Swiss Cantons; quantitative analysis – basing on statistical data it was possible to evaluate the use of direct democratic forms of civic involvement. Also participative observation and individual interviews were very helpful in the research process – they were used during the author’s stays in Switzerland, where she was able to observe both Landsgemeinde – in 2013 in Appenzell Innerhoden and in 2014 in Glarus.

    Wpływ systemu wyborczego mieszanego na system polityczny Nowej Zelandii

    This article is an attempt to analyze the New Zealand voting system after almost twenty years of experience of working the new system. New Zealand until 1993 was a model of Westminster Democracy with a two-party system and plurality voting system. As a consequence of a referendum in 1993 the voting system of New Zealand was transformed from first-past-post to mixed member proportional representation. This change was a cause of the increase in the effective number of parties and political polarization and also was a decreased of the disproportionality of elections. In this paper I want to show the political consequences of Mixed Member Proportional Representation for the party system and the creation of a cabinet for New Zealand. Two major parties after the transition to the new system were no longer able to create a single-party majority cabinet and were forced to begin new relations with small parties. In this work a method of system analyses was used. In conclusions I show that New Zealand has one of the most proportional systems and, despite MMP, New Zealand still has a two-party system.

    Wybory uzupełniające do Senatu na Podkarpaciu w 2013 roku

    The aim of this article is to present the election campaign in the by-election to the Senate in the Subcarpathian voivodeship called by the President of the Republic of Poland Bronisław Komorowski for 8th September, 2013. The main reason for calling the by-election was the fact that the mandate of Władysław Ortyl, elected as the Marshal of the Subcarpathian voivodeship, terminated. Ultimately, seven candidates supported by their own parties or electoral committees endeavoured to win the support of the local electorate and entered the campaign. A visit paid by top representatives of Law and Justice, Civic Platform, Polish People’s Party and United Poland to the region of the Subcarpathian voivodeship was an essential element of the election campaign. The representatives finally did battle for Subcarpathia. The by-election to the Senate in Subcarpathia in 2013 showed that in electoral competition the political parties performed a decisive role, not their candidates, as evidenced by the election result achieved by the Law and Justice candidate in relation to his political opponents.

    Dualizm egzekutywy jako zagrożenie dla procesu demokratyzacji – rzeczywistość czy imaginacja?

    The aim of this article is to analyse the impact of dual executive with the president elected by popular vote on the democratic transformation of post-communist countries of Europe and Eurasia. For this purpose following hypothesis was investigated: the system of government based on dual executive is a threat to democratization. Accepting that this process consists of three parallel transitions (political, economic and social), the author examined the impact of dual executive on the results of post-communist countries of Europe and Eurasia in two indexes: Revised Polity Score and Economic Freedom of the World. Thanks to this study some conclusions could be drawn pertaining to the impact of the system based on dual executive on the effects of the democratization of selected countries in political and economic areas. This allowed following question to be answered: is it a fact that a system of government based on dual executive with a president elected by popular vote is a threat to democratization?

    Instytucja Marszałka Seniora Sejmu w polskim porządku prawnym

    The Senior Marshal is an honorary and ephemeral post in the Sejm of the Republic of Poland. The given institution dates back to 1919 and the Legislative Sejm in the Second Polish Republic. The Senior Marshal is appointed by the President from amongst the elder Deputies. There are three main competences of the Senior Marshal. He opens the first sitting of a newly elected Sejm, which is accompanied by the striking of the Marshal’s mace three times against the floor. Next he conducts the procedure of taking the oath of office of the Deputies. Finally he conducts the election of the Marshal of the Sejm. The last two functions the Senior Marshal performs with assistance of temporary secretaries appointed by him from amongst the youngest Deputies in such number as may be necessary to discharge such functions. The moment of taking the chair during the first sitting by newly elected Marshal of the Sejm terminates the parliamentary activity of the Senior Marshal in a given term of office of the Sejm.
