Abstract
W artykule omówiono czynniki składające się na zacofanie energetyczne Polski i przyczyny tego zacofania. Głównym elementem zacofania jest bazowanie na dotowanym węglu kamiennym, co według aktualnych planów rozwoju sektora ma się utrzymać do 2030 roku. Postawiono tezę, że dla stworzenia prawidłowego planu modernizacji energetyki polskiej niezbędne jest poznanie zjawisk społecznych i politycznych, które stanowią barierę dla unowocześniania sektora. Przedstawiono niektóre z tych zjawisk: brak zainteresowania socjologii i politologii sprawami energii, nieznajomość przez polskie społeczeństwo rzeczywistego stanu polskiej i światowej energetyki oraz paternalistyczny styl zarządzania polską energetyką. Opisano pięć idei wpływających na decyzje polityków: paradygmaty kognitywne, idee normatywne, kultura światowa, aktualne trendy polityczne oraz idee programowe. Wykazano, że polscy politycy podejmujący decyzje z zakresu energetyki posługują się przestarzałymi paradygmatami kognitywnymi i ideami normatywnymi, lekceważąc przy tym kulturę światową oraz aktualne trendy i idee programowe.
Elements and reasons of Polish energy sector old-fashionedness are presented in the paper. Old-fashionedness is connected mainly with a domination of subsidised coal what will continue up to 2030, according to the recent development plans. To create a reasonable plan of Polish energy sector modernisation it is necessary to recognise the social and political barriers to modernisation. Some of the barriers are discussed, such as low interest of social and political sciences in energy, poor knowledge of domestic and world energy sector by Polish society, and paternalistic style of Polish energy sector management. Five types of ideas that affect policy making are described: cognitive paradigms, normative frameworks, world culture, frames, and programmatic ideas. It is shown that Polish energy decision makers use old-fashioned cognitive paradigms and normative frameworks while neglecting world culture, recent frames and programmatic ideas.
