Relacje między Prezydentem RP a Radą Ministrów w koncepcjach politycznych Platformy Obywatelskiej i Prawa i Sprawiedliwości

Abstract

Artykuł analizuje zmiany w relacjach pomiędzy dwoma organami władzy wykonawczej w Polsce – Prezydentem RP i Radą Ministrów – które postulowały w swoich koncepcjach politycznych Prawo i Sprawiedliwość oraz Platforma Obywatelska, dwie główne polskie partie polityczne. Składa się z trzech części. W pierwszej została poddana analizie relacja wewnątrz egzekutywy w świetle obowiązujących przepisów konstytucji. W drugiej części zanalizowano koncepcje polityczne PiS, które zmierzały do wzmocnienia roli prezydenta wobec Rady Ministrów. W trzeciej części natomiast przedstawiono koncepcje polityczne PO, które zmierzały do wzmocnienia roli Rady Ministrów wobec prezydenta.

The article analyzes the changes in the relations between the two bodies of executive power in Poland – the President of the Republic of Poland and the Council of Ministers – postulated in their political concepts by Law and Justice and Civic Platform, the two main Polish political parties. It consists of three parts. The first analyzes the relations within the executive in the light of the applicable provisions of the constitution. The second part analyzes the political concepts of PiS, which aimed to strengthen the role of the president in relation to the Council of Ministers. The third part presents the political concepts of PO, which aimed to strengthen the role of the Council of Ministers in relation to the president.
