| dc.description.abstract | W artykule omówiono istotę jawności i przejrzystości finansów samorządowych oraz zakres sprawozdawczości jednostek JST. Następnie określono przyczyny ograniczonej jawności i przejrzystości sprawozdawczości JST. Na koniec sformułowano rekomendacje działań, które winny być podjęte w celu zwiększenia jawności i przejrzystości sprawozdawczości JST. Badania teoretyczne przeprowadzono na podstawie dostępnej literatury przedmiotu, wyników kontroli regionalnych izb obrachunkowych oraz Najwyższej Izby Kontroli, a także własnych doświadczeń związanych z przygotowaniem autorskich opinii dla Sejmu i Senatu. | pl_PL.UTF-8 |
| dc.description.abstract | In the paper there were discussed the meaning of openness and transparency of local finance and the dimension of reporting of territorial self-government entities. Next there were pointed out the reasons of limited openness and transparency of budgetary and financial reporting of territorial self-government entities. In the end there were recommended some activities to increase openness and transparency of these entities. The basis of the research in this field are as fallows: the source literature, the results of audit proceedings conducted by Regional Clearing Chambers and the Supreme Audit Office, my own experience in preparing opinions for Sejm and Senate.
