Strategie rozwoju polskiego rolnictwa w perspektywie wejścia do Unii Europejskiej

Abstract

Po 1990 r. przyszłość polskiej wsi można rozpatrywać w kontekście rozwoju krótko- i długoterminowego. Akceptacja nieodwracalności procesów rynkowych i pozornych mnożąc rozwój na Zachodzie, można przypuszczać, że polskie rolnictwo ewoluują w kierunku gospodarki rolnej, czyli dużych gospodarstw zatrudniających wykształconą siłę roboczą życie, wraz z ogólnym spadkiem liczby pracowników bezpośrednio zaangażowanych rolnictwo. Trudno przewidzieć skład kapitałowy tych podmiotów. Oni mogą być indywidualne gospodarstwa rolne, wspólne przedsięwzięcia, spółdzielnie lub inne instytucje. Te organizacyjne a zmiany technologiczne będą wymagały fachowej wiedzy właścicieli oraz pracownicy. Prawdopodobne jest, że wzrost ich przychodów spowoduje wzrost ich potrzeby i aspiracje edukacyjne. W krótkim okresie trudno przewidzieć zachowanie różnych grup politycznych i ich wpływ na rolnictwo. Chociaż autor ma nadzieję, że nie doprowadzi to do zmiany ogólna tendencja jako taka może mieć wpływ na zakres zmian w czasie. To mało prawdopodobne że tendencja ta powinna się utrzymać w dłuższej perspektywie. Może to udowodnić J. Fourastie i jego szkolnych badań nad zmianami strukturalnymi w gospodarce poszczególnych krajów w latach długi okres czasu. Także socjologowie zajmujący się sprawami wsi w swoich prognozach dotyczących Polsce twierdzą, że ta ogólna tendencja będzie się utrzymywać – jednak działania podjęte przez państwo, partie polityczne i instytucje mogą przyspieszyć lub spowolnić tę tendencję.

After 1990 the future of the Polish rural areas may be considered in a context of shortand long-term development. Accepting the irreversibility of market processes and apparent multiplying of the development in the West, we may assume that Polish agriculture shall evolve towards farming economy, i.e. large farms with hired agriculture-educated labour force, together with general decrease in the number of workers directly involved in farming. It is difficult to predict the capital composition of these entities. They may be individual farms, joint ventures, co-operatives, or other institutions. These organisational and technological changes shall require professional knowledge of the owners and the workers. It is likely that the increase in their revenues shall result in the increase in their educational needs and aspirations. In a short run it is difficult to predict the behaviour of various political groups and their impact on agriculture. Although the author does hope it would not lead to the change in the general tendency as such, it may bear impact on the scope of changes in time. It is unlikely that this tendency should continue in the long run. This can be proven by J. Fourastie and his school’s research on the structural changes in economy of individual countries in the long period of time. Also sociologists dealing with rural affairs in their forecasts pertaining to Poland claim that this general tendency shall continue – however actions taken up by the state, political parties and institutions may accelerate or slow down this tendency.
