Podstawowe sposoby nabycia i utraty obywatelstwa w Republice Estońskiej

Abstract

Artykuł stanowi próbę analizy estońskiego prawodawstwa w zakresie obywatelstwa – ze szczególnym uwzględnieniem warunków jego nabycia i utraty oraz niedopuszczalności posiadania podwójnego obywatelstwa. Uregulowanie tej kwestii przez wiele lat ogniskowało uwagę instytucji międzynarodowych i stanowiło przedmiot krytyki Federacji Rosyjskiej. W przypadku Estonii problem obywatelstwa wymaga osadzenia go w kontekście mniejszości rosyjskojęzycznej, która jest licznie reprezentowana w Estonii, a także omówienia statusu bezpaństwowców.This article analyses Estonian legislation concerning citizenship – with particular emphasis on the conditions for its acquisition and loss, and the inadmissibility of dual citizenship. For many years the way in which this issue is regulated has focused the attention of international institutions and has been the subject of criticism from the Kremlin. In the case of Estonia, the problem of citizenship requires setting it in the context of the Russian-speaking minority, which is represented in large numbers in Estonia, as well as discussing the status of stateless persons.
