Rola Prezydenta Rzeczypospolitej Polskiej w kształtowaniu bezpieczeństwa podczas stanu wyjątkowego w 2021 roku

Abstract

W artykule przyjęto, że bezprecedensowa skala presji migracyjnej na granicy polsko-białoruskiej w 2021 r., dopełniona demonstracją siły militarnej przez Rosję przy wschodniej flance NATO, stanowiła asumpt do użycia przez Polskę nadzwyczajnych instrumentów prawnych. Do skonfrontowania się z nowymi realiami geostrategicznymi sięgnięto po instytucję stanu wyjątkowego. Szczególne uprawnienia w tym zakresie przysługują Prezydentowi Rzeczypospolitej Polskiej. Celem artykułu było ustalenie roli prezydenta RP w kontekście zadań realizowanych w okresie obowiązywania stanu wyjątkowego w Polsce, a także ocena podjętych działań w obszarze bezpieczeństwa wewnętrznego i aktywności dyplomatycznej na arenie międzynarodowej.

The unprecedented scale of migratory pressure on the Polish-Belarusian border in 2021, intensified by Russia's demonstration of military force on NATO's eastern flank, was the reason for Poland to use extraordinary legal instruments. In order to confront the new geostrategic realities, the institution of a state of emergency was used. The President of the Republic of Poland has special powers in this respect. The aim of the article was to determine the role of the President of the Republic of Poland in the context of the tasks carried out during the state of emergency, as well as to assess the actions taken in the area of internal security and diplomatic activity in the international arena.
