Pandemia COVID-19 a administracja terytorialna w Polsce

Abstract

W artykule przedstawiono wpływ pandemii COVID-19 na funkcjonowanie administracji terytorialnej w Polsce. Zaprezentowano definicję samorządu terytorialnego oraz scharakteryzowano go, wymieniono jego cele, wykazano jego znaczenie dla obywateli i państwa oraz wskazano, jakie znaczenie dla jego istnienia miał wybuch pandemii. W opracowaniu ukazano wartość samorządu terytorialnego dla życia mieszkańców danej jednostki, a także ujęto podstawy prawne jego funkcjonowania. Wskazano wprowadzone zmiany oraz kierunki jego ewolucji w okresie pandemii oraz po jej zakończeniu, a także problemy spowodowane jej pojawieniem się.The article presents the impact of the COVID-19 pandemic on the existence and functioning of territorial administration in Poland. Its division was described along with the specification of tasks assigned to specific units. The general concept of self-government was defined, its aims were listed and the importance of the outbreak of the pandemic for its existence was described. The article shows the value of local government for the life of the inhabitants of a given unit. The legal basis for its existence has been indicated. The changes introduced and the directions of its evolution during and after the pandemic were indicated.
