Autor podejmuje tematykę koncepcji stojącej za ukształtowaniem drugiej izby parlamentu Republiki Irlandii, czyli Seanad Éireann. Przytacza kontekst historyczny niezbędny dla zrozumienia kształtowania się idei na której zasadza się dwuizbowość tego państwa. W kontekście aktualnie obowiązującego ustroju, autor szczególną uwagę zwraca na wyjątkowy w skali światowej sposób kształtowania składu tej izby (w którym bierze udział wiele różnych podmiotów), będący realizacją modelu reprezentacji funkcjonalnej, stawia tezę o istnieniu w tej izbie elementu merytokratycznego, oraz podejmuje się oceny opisanej koncepcji - zarówno jej zalet z perspektywy teoretycznej, jak i wad z perspektywy praktycznej.
