dc.description.abstractCelem artykułu jest zbadanie problemu wytycznych do kontroli zasady pomocniczości w projektach aktów unijnych stosowanych przez Sejm RP oraz Senat RP oraz próba zbudowania na podstawie doświadczeń polskich modelu z perspektywy państwa członkowskiego stanowiącego przeciwwagę do głównego nurtu, który polega na przyjmowaniu podejścia organów unijnych w opinii sporządzanej przez parlament. W tak zarysowanym problemie należy zastanowić się nad podejściem metodologicznym do opracowania wytycznych do kryteriów kontroli pomocniczości na szczeblu krajowym.pol
dc.description.abstractThe aim of the article is to examine the problem of guidelines for the control of the principle of subsidiarity in drafts of EU legal acts used by the Sejm and Senate of the Republic of Poland and an attempt to build, based on Polish experience, a model from the perspective of a member state, which constitutes the counterweight to the mainstream, which consists in adopting the approach of EU bodies in the opinion prepared by the parliament. With the problem outlined this way, it is necessary to consider the methodological approach to the development of guidelines for the criteria of subsidiarity control at the national level.eng
