Rozwój zasobów ludzkich a wzrost konkurencyjności polskiej gospodarki w świetle wytycznych Strategii Lizbońskiej

| dc.description.abstract | Opierając się na nauce w ekonomii informacyjnej, zasób człowieka jest jednym z podstawowych czynników konkurencyjności. Z tego powodu program minimalizacji przepaści rozwojowej między gospodarką Narodów Europy (UE) a gospodarką Stanów Zjednoczonych (USA) – Strategie Lizbońskie (LS) – zakłada m.in. niezbędny wzrost wykorzystania i inwestycji w zasoby ludzkie przez narody europejskie. Celem programu jest m.in.: dostosowanie systemu edukacji do wymagań rynku pracy; wzmacnianie więzi ze środowiskiem naukowym, inwestowanie w rozwój gospodarczy i edukacyjny oraz aktywną politykę zatrudnienia. Działania LS dotyczące rozwoju zasobów ludzkich mają być realizowane w Polsce poprzez utworzenie agencji federalnej i jej Sekcyjnego Programu Operacyjnego – Rozwój Zasobów Ludzkich 2004–2006. Efektem powyższego celu programu jest stworzenie zwiększonej konkurencyjności polskiej gospodarki poprzez wzrost wykwalifikowanej siły roboczej. Ponieważ cele SL nie przyniosły oczekiwanych rezultatów do dnia dzisiejszego, a podział rozwojowy między UE a USA pozostaje niezmieniony, powstaje pytanie: jaka będzie skuteczność polskiego programu rozwoju zasobów ludzkich. Realizacja ideałów programu wymaga czasu, który jest niezbędny do przekształceń strukturalnych Polski. | pol |
| dc.description.abstract | Based on science in informational economy, the resource of humans is one of the basic competitive factors. For this reason, program of minimizing the developmental divide, between the European Nations (EU) and the United States (US) economy – Lisbon Strategies (LS) – assumes among other things the necessary increase in the utilization and investment in the human resource by the European Nations. The program goal among others are: adjusting the educational system to the job market requirements; reinforcing the bond with scientific community, investing in economic and educational development as well as active employment policy. LS activities, regarding the development of human resource are intended to be realized through Poland by the creation of the federal agency and its Sectional Operative Program – Development of the Human Resource 2004–2006. The effect of the above program’s objective is to create an increased competitive Polish economy through expanded qualified labor force. Since LS objectives have not brought expected result through present day and the developmental divide between EU and the USA remain unchanged a question arises: what will be the effectiveness of the Polish development human resource program. The realization of the program’s ideals requires time, which is necessary for structural transformation of Poland. | eng |
