Pozycja E-komunikowanie publiczne w warunkach pandemii COVID-19 – doświadczenia małych miast Dolnego Śląska(Wydawnictwo Uniwersytetu Rzeszowskiego, 2020) Glinka, KamilThe aim of the article is to analyze the process of public e-communication in the so-called first wave of the COVID-19 pandemic, i.e., between March and August 2020. The selection of the studied cases – seventy-two small towns in the Lower Silesian Voivodeship – allows for the following hypothesis: there is a certain model of public e-communication about the COVID-19 pandemic based on specific: (1) institutional and legal solutions; (2) instruments; (3) thematic threads. The use of several different, though complementary, research methods (comparative analysis, content analysis, questionnaire) leads to the conclusion that the hypothesis can be confirmed only partially. An interesting example are local governments, which have increased their financial debt in spite of their financial recovery programmes. These local governments were forced to change their public service strategies and their management in the sphere of select organizational and legal forms. The article presents the proposal of the public service delivery on the example of the Raciechowice municipality, in the Małopolskie voivodship, which in 2020 reached the highest debt level in Poland. The financial condition of the Raciechowice municipality is compared with the Ostrowice municipality, which was abolished on January 1, 2020 by including its territory into Drawsko Pomorskie. The core conclusion of the study is the fact that the delivery of public services by budgetary units contributes to the increase of the financial debt of the Raciechowice municipality. The decisions of central authorities, which instead of implementing long-term solutions during the pandemic availed themselves of emergency aid tools, also impact the increase in the budgetary deficit. A few days later, an epidemic emergency was announced in Poland. From the very beginning, it was obvious that the pandemic, apart from the strictly health dimension, would affect a number of aspects of the state's functioning, including the key one – its economy. The article uses the decision-making method in order to analyse the actions taken and the decision-making process. Discourse analysis is used to study the communication process between the government administration and local government administration. To analyse the legal acts adopted during the pandemic, an institutional and legal analysis was used. New, serious challenges related to the COVID-19 pandemic did not change the difficult, tense relations between the local government and the central administration, nor did they weaken the conflict between them. In the period of the epidemic, the current animosities, which had existed even before its outbreak, were reinforced. They were related to the dispute between the omnipotence of the state and decentralist tendencies. The causes of the phenomenon under analysis can be justifiably traced to three factors that are complementary to each other. First, in a constitutional model of the local government which assumes that the legislator has a decisive influence on the scope of tasks entrusted to local government units as well as on the degree of independence of their execution. A consequence of a crisis around the agencies of the third estate is also the weakening of the efficiency of judicial measures of protection of that independence. Secondly, a considerable influence upon the phenomenon under analysis is exerted by the strategy for fighting the pandemic adopted by the public authorities based upon the construction of a ‘hybrid’ state of emergency where the dominant role is played by the central public authorities. In the first period (January-February), the disease was often neglected, which allowed it to spread rapidly. In March, panic struck European societies, the health systems of many countries collapsed, and governments introduced drastic restrictions on civil liberties and on the functioning of the economy. As stated by Grzegorz Rydlewski, the crisis has become a condition for balancing and targeting the activities of supranational structures, states, various intermediate structures, and individual people (Rydlewski, 2020). The main aim of the present article is to discuss the trends and changes to public decision-making processes introduced by the lawmaker in connection with the epidemic threat to local government administration. Unquestionably, one of the negative effects of the pandemic is the fact that holding meetings of local government bodies in physical form has been unsafe since the outbreak. Legal and technical solutions have been introduced which partly transfer the decision-making process to the digital world by allowing remote meetings for a wide range of statutory bodies. In this context, it is important to examine the usefulness, practicality and efficiency of the solutions adopted, and also to identify key obstacles and challenges to local government decision-making processes. Additionally, examples of ICT tools supporting decision making in local government units will be duly provided. Finally, key problems identified in the course of the analysis in question, e.g., issues related to the area of cyber security, will be also highlighted.
