Belarusian vs. Polish transformation. Two paths of institutional change

The aim of the article is to compare the results of Belarus and Poland’s post-Communist transformation and to indicate the reasons for the two different paths followed. We hypothesize that both the historically shaped differences in mental models and strong ties with international protectors of these countries were the main elements that determined the paths of the transformations. We also try to highlight the main differences in the mentality and the contemporary institutional matrix of the two countries. We modify the matrix by adding a new element – an external protector – which is critical, especially regarding these two countries. We use the tools and methods of new institutional economics in our analyses.
Białoruś i Polska – od historycznych korzeni matryc instytucjonalnych do instytucjonalnego planowania

Matryce instytucjonalne współczesnej Białorusi i Polski są efektem procesu historycznego. Mimo bliskiego sąsiedztwa i wspólnej historii kraje te to obecnie dwa zupełnie różne systemy instytucjonalne. Celem artykułu jest określenie słabych i mocnych stron matryc instytucjonalnych Białorusi i Polski oraz wskazanie szans i zagrożeń wynikających ze specyfiki funkcjonujących w tych krajach dominujących instytucji. Na podstawie tej analizy próbujemy określić kierunki pożądanych zmian instytucjonalnych zwiększających efektywność systemu polityczno-ekonomiczno-społecznego. Nasze rekomendacje skupiają się na najtrudniejszym obszarze – płaszczyźnie ideologicznej, kształtowanej przez zestaw instytucji nieformalnych wyrastających z narodowej kultury w trakcie procesu historycznego. Stworzenie rekomendacji przemian instytucjonalnych dla tego obszaru to trudne wyzwanie, gdyż kierunki zmian zależne są w istocie od wartości, jakimi się kierujemy. Aksjologiczna polaryzacja systemów instytucjonalnych (szczególnie zaś politycznego) tych krajów jest bardzo rozległa. O ile jesteśmy w stanie wskazać pożądane kierunki zmian mentalności dla Polski (i wskazujemy je), o tyle z tzw. zachodniego punktu widzenia dla Białorusi należałoby całkowicie zmienić aksjologiczne podstawy systemu politycznego i gospodarczego. Potwierdza to tezę głoszącą, że kultura stanowi podstawę systemów polityczno-społeczno-gospodarczych, choć w przypadku obu krajów kontekst geopolityczny również ma niebagatelne znaczenie.

The aim of this article is to present John Bloch’s (1863–1902) analysis contained in the book Future War. This analyses concerns the behavior of Russian economy and society in the context of future total war (WWI). The author concludes that Tsarist Russia should better overcome war difficulties than other Western European countries. His claims were based on assumptions that societies of richer countries would hardly bear the inconvenience the war brings them. The poorer and less civilized Russian society and less developed Tsarist economy could bear more. Therefore Bloch claimed that the threat of socialist revolution refered more to Western Europe. His predictions turned out to be false. Financing and food supply for the large Russian army led to the impoverishment of society and hunger. As a result, the socialist revolution broke out in Tsarist Russia.

Poland’s institutional cycles. Remarks on the historical roots of the contemporary institutional matrix

The aim of this article is to identify and evaluate institutional cycles (periods with a permanent predominance of dominant institutions that determine the entire political–economic system) in Poland’s history and assess them in terms of the predominance of inclusive or extractive political and economic institutions. The Polish lands lying at the edge of Western civilisation were in the orbit of the influence of both West and East. It adopted institutions from both sides while creating its own, original organisations. Ultimately, Western institutions prevailed. However, over the course of Poland’s more than 1,000-year history, extractive institutions predominated, making the country backward in relation to the West. The article applies theory derived from new institutional economics and historical analysis to explore Poland’s institutional cycles.
