Abstract
W niniejszym artykule autorka w oparciu o akty normatywne oraz literaturę przedmiotu analizuje przepisy ustawy z dnia 14 marca 2014 r. o zasadach prowadzenia zbiórek publicznych w kontekście ograniczeń związanych z przeprowadzaniem tych zbiórek w okresie pandemii COVID-19. Wprowadzone na terytorium Rzeczypospolitej Polskiej ograniczenia mające na celu przeciwdziałanie zakażeniom w dużym stopniu uniemożliwiły organizatorom zbieranie gotówki w kontakcie bezpośrednim z darczyńcami. Należy jednak stwierdzić, że stały się również podstawą do przemyśleń na temat konieczność objęcia regulacjami ustawowymi zbiórek bezgotówkowych, których popularność cały czas wzrasta.
In this article, the author analyzes the provisions of the Act of March 14, 2014 on the principles of public collections in the context of restrictions related to carrying out such collections during the COVID-19 pandemic, based on the normative acts and the literature on the subject. The restrictions introduced on the territory of the Republic of Poland, aimed at preventing infections, made it impossible for the organizers to collect cash in direct contact with donors. It should be noted, however, that they have also become the basis for reflection on the need to cover non-cash collections, the popularity of which is constantly growing, by statutory regulations.
