Informatyzacja procesu budowlanego. Od założeń reformy do wniosków ex-post

Abstract

Artykuł omawia proces informatyzacji prawa budowlanego w Polsce jako część szerszego zjawiska e-government. Analizuje przyczyny wdrażania cyfrowych rozwiązań, takie jak złożoność i czasochłonność tradycyjnych procedur, brak jednolitych standardów czy oczekiwania inwestorów dotyczące elektronicznej obsługi spraw. Przedstawiono genezę reformy, w tym wpływ pandemii COVID-19, oraz kluczowe narzędzia informatyzacji: portal e-Budownictwo, elektroniczny rejestr uprawnień budowlanych (eCRUB), cyfrową książkę obiektu budowlanego (CKOB), elektroniczny dziennik budowy (EDB) i system SOPAB. Artykuł wskazuje na korzyści, jak skrócenie procedur czy lepsza archiwizacja, ale też na wyzwania jak braki interoperacyjności, ograniczenia kompetencyjne i opóźnienia we wdrożeniach cyfrowych systemów.

The article examines the process of digitalisation of construction law in Poland as an aspect of the broader phenomenon of e-government. It analyses the underlying reasons for implementing digital solutions, such as the complexity and duration of traditional administrative procedures, the lack of uniform standards, and the expectations of investors for electronic case management. The origins of the reform are presented, including the impact of the COVID-19 pandemic, alongside key instruments of digitalisation: the e-Budownictwo portal, the electronic Register of Building Authorisations (eCRUB), the Digital Building Logbook (CKOB), the Electronic Construction Log (EDB), and the SOPAB system. The article identifies advantages such as the streamlining of procedures and improved archiving, while also highlighting challenges, including deficiencies in interoperability, limitations in digital competence, and delays in the implementation of digital systems.
