Wydatki na „obronność i bezpieczeństwo” Polski w latach 1950–1975

Abstract

Artykuł analizuje rzeczywiste wydatki Polski Ludowej na obronność i bezpieczeństwo w latach 1950–1975 na podstawie niepublikowanych, wewnętrznych danych opracowanych przez Komisję Planowania przy Radzie Ministrów. Autor wskazuje, że wydatki te miały na celu nie tyle obronę państwa w sensie klasycznym, ile raczej zabezpieczenie ustroju politycznego i interesów Związku Sowieckiego w ramach Układu Warszawskiego. Dane pokazują znaczne obciążenie gospodarki przez wydatki wojskowe, szczególnie w latach 50., oraz brak przejrzystości w klasyfikowaniu i raportowaniu kosztów. W artykule przedstawiono strukturę wydatków, zmiany ich wysokości w czasie, problemy metodologiczne oraz sugestie co do ukrytego charakteru wielu z nich.

The article analyzes the actual defense and security expenditures of the People's Republic of Poland between 1950 and 1975, based on unpublished internal documents prepared by the Planning Commission of the Council of Ministers. It is argued that these expenditures were aimed less at national defense in the classical sense and more at securing the political system and the interests of the Soviet Union within the Warsaw Pact framework. The data reveals a significant economic burden from military spending, especially during the 1950s, and highlights a lack of transparency in cost classification and reporting. The article presents the structure and trends of these expenditures over time, methodological challenges, and suggestions as the hidden nature of many of the costs.
