Formation of Management-Qualitological Competences Amongspecialists in Education Quality Problem

The article substantiates the existence of a social contract for highly qualified specialists, professionals in quality management in the HEF. On the basis of the introduced definition “model of professional training of future specialists ineducation quality in HEF”, the structural and functional model of the system of professional training of such specialists was developed. The training of quality management professionals is based on the international principles of technical regulation in the fields of education, science and innovation, which determines the application of the ISO standards metric. A two-faceted methodology for organizing the professional training of quality specialists in the HEF is proposed.
Modely odborného technického vzdelávania

Príspevok sa zaoberá tvorbou modelov odborného výcviku mechanikov nastavovaĉov. Autori vychádzajú z modelu Líveĉka a Kubálka a modifikovaného modelu Muņíka. Na základe týchto modelov sme spracovali model odborného výcviku s vyuņitím interaktívnych didaktických prostriedkov, ktorý bol modifikovaný na model odborného výcviku v podmienkach ńkoly a v podmienkach uĉňovského strediska v reálnej firme. V uvedených modeloch je ukázaná komunikácia medzi ņiakom a uĉiteľom odborného výcviku. Zároveň je poukázané na výstupy zo vzdelávania na základe ktorých je moņné objektívne klasifikovať ņiaka.
Państwo, rynek i trzeci sektor w polityce migracyjnej. Przykład systemu kształcenia zawodowego w Danii

Celem rozważań w artykule jest wykazanie na przykładzie duńskiego systemu kształcenia zawodowego, że interwencje państwa dla realizacji celów polityki edukacyjnej i migracyjnej odbywają się na styku różnych polityk społecznych i mogą być podporządkowane potrzebom sektora prywatnego. Przedmiotem analizy są reformy duńskiego państwa opiekuńczego po 2008 r., tj. po początkowych latach globalnego kryzysu finansowego. Wiodącą metodą badawczą jest studium literatury przedmiotu dotyczące duńskiego systemu kształcenia zawodowego (w tym raportów komórek rządowych) oraz analiza zagregowanych danych o rozmiarach i strukturze emigracji oraz reformach rynku pracy (baza LABREF). Przeprowadzone w Danii reformy oddziaływały zarówno na stronę popytową (przedsiębiorcy, oferujący staże w systemie dualnym) i podażową (uczestnicy szkoleń, przyszli pracownicy). Reformy przyjęły formę głównie bodźców negatywnych dla strony podażowej, związanych z przyjętą strategią zaostrzania kryteriów przyjmowania imigrantów i ich rodzin oraz silniejszego wiązania prawa do pobytu z obowiązkiem kształcenia się. Pracodawcom, reprezentującym rozdrobiony sektor prywatny, państwo udzieliło wsparcia w formie subsydiowania miejsc pracy. Charakter interwencji państwa można wyjaśnić tradycją autonomii sektora prywatnego w kraju (i pośrednią, mediatorską rolą państwa) oraz jego trudną sytuacją w czasie kryzysu lat 2007–2008. Wzmożona kontrola napływającego kapitału ludzkiego jest konieczna dla zapewnienia sektorowi prywatnemu podaży kwalifikacji niezbędnych do produkcji na eksport. Silna pozycja sektora prywatnego w duńskiej gospodarce jest także jednym z czynników tłumaczących, dlaczego podmioty trzeciego sektora, w tym uniwersytety ludowe, pełnią ograniczoną rolę w oferowaniu usług edukacji zawodowej.
Professional competences of a social teacher in the context of cooperation without borders

The tendencies of the development of higher education and the requirements in the preparation of social teachers in the context of modern social development are considered in the article. The competences which are necessary for the preparation of a social teacher, offered by Ukrainian scientists, the competence of the survival of graduates in the labour market which were outlined by American scientists and the basic and central competences which are in the competency profile of a social teacher in the German system of the training of specialists to work in the social sphere are allocated.

The article deals with the relevance of transformational digitalization processes of the economy and education in Ukraine and in the world. It has been found out that the peculiarities of the information and educational environment lead to the requests for training the participants of the educational center on the usage of science-intensive educational information technologies. Designing the educational environment for the future sociocultural activity managers involves the development of technology to prepare them for the educational and scientific space organization and digitization.

It is justified that the cross-border educational coordination activities have drawn public attention to the global challenges of the 21st century and have declared the necessity for sustainable development education to be at the forefront in the progress concept and strategies towards sustainability. Therefore, it is necessary to create a sustainable development specialists’ professional training system, especially, for the professionals with managerial and qualitative competences.
