Aktywność kobiet w wyborach na urząd prezydenta miasta Rzeszowa w latach 2002–2018

The article deals with the activity of women in the elections to the enforcement authority in Rzeszów over the period of 16 years, i.e. from the moment the act on the direct election of a commune head, town mayor and president came into force. An attempt was made to analyze the women's electoral participation in the candidacy for the position of mayor or president from the political science perspective. The choice of the place of this city is not without significance, as the feminization rate (the women’s involvement in local government authorities in cities with poviat status), indicates that Rzeszów came 62 out of 66 cities (Swianiewicz, Łukomska, 2020, s. 9). Examining the representation of female voters in five elections not only gauges the phenomenon of female gender participation, but also helps to understand the problem of under-representation of women among presidents at the city level with poviat rights. The article complements the discussions on the participation of women in local government authorities, but also fills a significant cognitive gap in research on the representation of women in local politics.

The fundamental claim which accompanied the implementation of alternative voting methods into the Polish Law was the guarantee of the fullest realization of the universal suffrage. The current regulations of the Electoral Code allow people with disabilities to vote by mail or by proxy. This deviation from the rule of voting personally in a polling station and enfranchising people with disabilities is a clear sign of the adaptation of Polish reality to Western European standards. The enactment of the law and implementation of additional legal solutions are only the first step to a greater change. The current challenges of electoral law are both perfecting the new voting methods and educating voters to compel them to vote; that is to exercise their constitutional privilege.

Before the local elections in 2010 two newspapers in Rzeszów – the local edition of “Gazeta Wyborcza” and “Super Nowości” – tried to make effort to gain a result in the elections for President of Rzeszów and to the City Council. In the article the instruments used by these newspapers are discussed – publications and co-creation of election committee. The text ends with a conclusion that in terms of impact on reality, the ambitions of “GW” could be defined within the media category of soft determinism, but the ambitions of “SN” qualify as media hard determinism.
Kobiety pilnie poszukiwane – system kwotowy w praktyce na przykładzie wyborów samorządowych w Częstochowie

The introduction of the quota system, which guarantees men and women with at least 35 percent of places on the electoral rolls, posed a serious challenge for numerous election committees. It forced them to seek out competent women who would like to become involved in politics. It was not an easy task, because the majority of committees placed the women in positions close to the bottom of the lists, which ensured that election success was rather unachievable. This situation caused some women to resign from running for election to the local-government, therefore forcing the election committees to replace them, at a push, with other women, despite a number of male candidates applying to take their place. When it comes to elections results, they proved that the quota system is ineffective, because it favours men, who obtained the highest places on the rolls, and without the implementation of zipping, the number of women in politics will not be increased. This paper aims at presenting the practical aspect of applying the quota system in local elections in Częstochowa.

The supporters of the idea of introducing a term limit for Vogts and mayors argue that long-lasting incumbency leads, among other things, to atrophy of political involvement at the local level. The aim of the article is to validate the above-mentioned belief through checking how the duration of tenure of Vogts and mayors affects the voter turnout and the number of candidates in the local elections. The study draws on the data from National Electoral Commission regarding the results of and candidates in the local elections (2002, 2006, 2010 and 2014) in 317 Polish electoral districts. The statistical analysis reveals that time of incumbency can correlate negatively with political engagement in some aspects, although these relationships are not very strong.

The contemporary image of a female politician is no longer perceived through her attractiveness (which, however, can be decisive in election process), but through her education, knowledge, and professional experience. A much higher level of engagement is expected from female politicians than from their male counterparts, therefore achieving success might be difficult. This situation demands a much more active approach in creating an image in order to indicate to the electors that women are able to fulfill the most important duties at all levels of political power due to their level of education, knowledge and higher personal engagement. Creating an image requires a systematic effort to design and to highlight some elements of identity, taking advantage of public relations and marketing, that will gain the acceptance of the voters. The power of the Internet in public sphere, and it’s significance in marketing actions has led to social media being widely employed in the image building process. For female city mayors, who broadcast their activities on their public accounts, social media has become a form of image creation. The analysis produced below focuses on the process of image building on Facebook for the female city mayors of the Łódź Voivodeship during the local government election campaign of 2014.
Rola mikroregionalnych portali internetowych w samorządowych kampaniach wyborczych 2010–2014

Local media, including local websites, play an extremely important role during the local elections. This article reflects issues related to the evolution of the role of micro-portals during the electoral campaigns of 2010 and 2014. Qualitative and quantitative content analysis of selected private micro-portals was carried out. It was found that they undergo dynamic transformations in the construction and offered functionality and increasingly mobilize their audience. In addition, they are characterized by constant restraint regarding the coverage of controversial issues related to the election campaign. The functions of the microregion portals dynamically have changed, which indicates the existence of different types of approach to the situation of the local elections. Thus there is no single dominant type of activity of sites in relation to the situation of the elections at the local level.
Socjotechnika i jej konsekwencje w wyborach samorządowych z 2014 roku – przykłady wybranych miast województwa małopolskiego

The target of the analysis of this thesis is the social engineering’ techniques and methods used by politicians during the local election campaign in the Malopolska voivodeship in 2014. The article includes selected examples of various election activities, which could be observed in different cities throughout the region. The examination of the thesis embodied those practices, the main purpose of which is to gain trust and support from the electorate, as well as those activities which have unethical and unfair character. Moreover, the media’s participation in the campaign and their influence on the electorate has been analyzed. The article includes the answer to the question: what influence had involvement of social engineering techniques during the election campaign on local communities and candidates?
Wpływ rozwiązań przyjętych w "Kodeksie wyborczym" na zjawisko koabitacji w gminach

The article presents the Electoral Code regulations which determine the relationship between the executive (mayor) and the municipal council (town council). Besides, regulations from other legal acts are indicated which have an impact on the phenomenon of cohabitation. In addition, the situation is explained where cohabitation appears in the municipality and is presented in the research on cohabitation in selected regions in Poland.
