Analiza dyskursu polityki wokół obywatelskiej inicjatywy ustawodawczej na wybranych przykładach debat parlamentarnych

The article is an attempted analysis of the political discourse concerning citizens’ legislative initiatives. It allows one to see what happens at the interface between the legislative and groups of citizens, which in rare and exceptional circumstances present their "grass-roots" legislative proposals. This interdisciplinary work combines political science and a qualitative sociological approach. The specific method used was Martin Reisgl’s political rhetoric analysis. Transcripts of parliamentary debate on the three selected citizens’ legislative proposals served as research material. The analysis showed an overall specificity of debates on citizens’ projects, but also confirmed the importance of the context in discourse studies. Discussion about each of the three – unique – citizens’ projects was shaped differently.
Błędy, zaniechania i manipulacje polityków na przykładzie referendów w Polsce w 1996 i 2015 roku

In 1996 and 2015 two unsuccessful referendums have been carried out in Poland. They shared in common the institution of the initiator of the referendum (the president), low turnout, and instrumental treatment of these votes. The referendum of 1996 was intended to help Lech Wałęsa in the realization of his campaign promises. In 2015 Bronisław Komorowski wanted the referendum to win him the support of the followers of Paweł Kukiz. Many mistakes have been made during both referendums; for example: poorly worded questions, omission of detailed explanation of the consequences of the referendum, a series of manipulations from the politicians, such as the submission of additional questions. The ineffective results of these votes and the negative events surrounding their campaign had their impact on the state of the Polish direct democracy as well as on its functioning in the framework of the political system of the Third Republic.

The main goal of the article is to answer the question about the role of direct democracy in Swiss Cantons. The author in her considerations concentrates on such institutions as: cantonal referendum, cantonal popular initiatives and popular assembly (Landsgemeinde). The questions that were posed in this article were the following: how do the direct democratic institutions work in the Swiss Confederation? What kind of changes are taking place when it comes to cantonal forms of direct democracy? What is the role of Landsgemeinde and how does it function in practice? In the research process several research methods have been used by the author. They were: institutional-legal analysis that helped to study the legal acts on direct democratic forms in Swiss Cantons; quantitative analysis – basing on statistical data it was possible to evaluate the use of direct democratic forms of civic involvement. Also participative observation and individual interviews were very helpful in the research process – they were used during the author’s stays in Switzerland, where she was able to observe both Landsgemeinde – in 2013 in Appenzell Innerhoden and in 2014 in Glarus.
