Rozwój społeczeństwa informacyjnego napotyka bariery świadomościowe. Wielkie grupy Polaków i Europejczyków nie znają podstawowych kompetencji związanych z wykorzystaniem sprzętu informatycznego i posługiwaniem się technologiami informacyjnymi. Przed edukacją informacyjną wyrastają nowe wyzwania.
