Determinanty zadłużenia jednostek samorządu terytorialnego – wybrane aspekty

Abstrakt
Celem artykułu było zdefiniowanie i określenie roli głównych czynników determinujących poziom zadłużenia jednostek samorządu terytorialnego. Zjawisko to wykazuje bowiem w ostatnich latach (2009–2013) dynamiczne tendencje zmian szczególnie w odniesieniu do ich tempa. Prezentacja tych determinant jest zatem zasadna, tym bardziej że zadłużenie jednostek samorządowych obok zadłużenia sektora rządowego, a także ubezpieczeń społecznych jest składową długu sektora finansów publicznych. Dostępne dane wskazują, iż w 2010 r. oraz 2009 r. w porównaniu z latami poprzednimi udział zadłużenia samorządowego w łącznym długu publicznym wzrósł odpowiednio o 1,2 i 1,3 pkt proc., podczas gdy we wcześniejszym okresie podobną skalę wzrostu osiągnięto w ciągu ośmiu lat (2001–2008). Po dynamicznym przyroście długu sektora samorządowego w latach 2009–2011 zmniejszenie tempa tego przyrostu w roku 2012 było spowodowane m.in. wejściem w życie mechanizmów przewidzianych w ustawie o finansach publicznych. Jednym z tych mechanizmów jest tzw. indywidualny wskaźnik zadłużenia JST. Określenia czynników determinujących zadłużenie jednostek samorządów terytorialnych dokonano na podstawie badań literatury przedmiotu, zapisów zawartych w aktach prawnych, materiałów statystycznych, a także badań i obserwacji własnych autorki. Przeprowadzone badania pozwoliły autorce na sformułowanie wniosków, iż niezbędna w celu ograniczania zadłużenia jest racjonalizacja wydatków bieżących. Szansą na zmniejszenie zadłużenia jednostek samorządu jest również restrukturyzacja szpitali (w sytuacji, gdy były one organem założycielskim dla publicznych placówek).
The main aim of this article was to identify and define the role of the main factors determining the level of debt of local government units. This phenomenon suggests, in recent years (2009–2013) the dynamic trends in particular in relation to their speed. The presentation of these determinants is therefore more justified because the debt of local government units next to the debt of the government sector as well as social security is a component of public debt. In 2010 and 2009 compared with previous years, the share of local government debt in total public debt increased by 1.2 and 1.3 percentage points. While in the earlier period of a similar scale of growth was achieved during eight years (2001–2008). After the dynamic increase of local government debt in 2009–2011, a reduction in the rate of increase in 2012 was partly due to coming into force the mechanisms provided for in the Public Finance Act. Defining factors that determine the debt to local government units-presented on the basis of the literature, the provisions contained in the legislation, statistical data as well as research and author’s observation. The examinations allowed the author to formulate conclusions that rationalization of current expenditure is necessary in order to reduce the debt. Another opportunity to reduce the debt of local governments also includes re-structuring of hospitals.
