Przeważnie brał żywy udział w życiu społecznym i kulturalnym miasta, a często je animował jako członek różnego rodzaju organizacji i stowarzyszeń. Zagadnienia podjęte w artykule dotyczą: wymogów stawianych przez prawo wobec kandydatów na urząd sekretarza, konkursów rozpisywanych na to stanowisko, zakresu obowiązków, uposażenia, czasu pełnienia służby, udziału w życiu społeczności lokalnej.The secretary was one of the most important officials of the city magistrate. As an educated and influential person, he was counted among the elite of the city's intelligentsia. He usually took a lively part in the social and cultural life of the city and often animated it as a member of various organisations and associations.
