The tourist offer is also created by the stakeholders in the tourist destination. The term tourist destination in the article is understood in terms of the subject. The local governments play a fundamental role in shaping the offer. The aim of this paper is to present the idea of the functioning of a tourist destination as the subject of the tourism market, together with an indication of issues of cooperation, competition and coopetition between the entities creating the tourist offer in the area.
