It seems right to implement various initiatives at the EU level, as well as to incorporate non-governmental organizations in the realization of programs in the field of social assistance. Despite numerous discussions, which are conducted in multi-national forums, as well as activities undertaken in individual countries, the homelessness problem still exists and can not be successfully resolved.
