Ustawa z dnia 26 października 1982 r. o wychowaniu w trzeźwości i przeciwdziałaniu alkoholizmowi nakłada na gminy obowiązek realizowania działań z zakresu profilaktyki problemów alkoholowych. Artykuł traktuje o zadaniach gminy w tym zakresie i podmiotach wspierających działalność samorządu w ramach przeciwdziałaniu alkoholizmowi i wychowaniu do trzeźwości. Na podstawie Gminnego programu profilaktyki i rozwiązywania problemów alkoholowych miasta Lublin na rok 2021 dokonano analizy konstrukcji gminnego programu profilaktyki i rozwiązywania problemów alkoholowych, który corocznie musi zostać ustalony przez gminę i jest narzędziem pomagającym realizować zadania gminy zawarte w ustawie z 1982 r. z późniejszymi zmianami.

The Act of October 26, 1982 on Upbringing in Sobriety and Counteracting Alcoholism obliges communes to undertake activities related to the prevention of alcohol-related problems. The article deals with the tasks of the commune in this area and entities supporting the activities of the local government in the framework of counteracting alcoholism and upbringing to sobriety. On the basis of the Municipal Program for Prevention and Solving Alcohol-related Problems of the City of Lublin for 2021, an analysis was made of the structure of the municipal program for the prevention and resolution of alcohol-related problems, which must be established annually by the municipality and is a tool helping to carry out the tasks of the municipality contained in the Act of 1982.
