The author also characterized the ways of functioning (called the system) of these groups. The main stress was put on the numerous issues of international security. Therefore the different dimensions of this were emphasized, and the commitments made by the leaders during yearly summits to solving the problems in this area were analyzed. At the end of the paper the author tried to answer the question if such a specific international institution is still able to act effectively to influence the different dimensions of international security in the new political situation (especially as a result of Russia’s foreign policy in 2014).

Predykcje Jana Gottlieba Blocha(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Pieczewski, AndrzejThe aim of this article is to present John Bloch’s (1863–1902) analysis contained in the book Future War. This analyses concerns the behavior of Russian economy and society in the context of future total war (WWI). The author concludes that Tsarist Russia should better overcome war difficulties than other Western European countries. His claims were based on assumptions that societies of richer countries would hardly bear the inconvenience the war brings them. The poorer and less civilized Russian society and less developed Tsarist economy could bear more. Therefore Bloch claimed that the threat of socialist revolution refered more to Western Europe. His predictions turned out to be false. Financing and food supply for the large Russian army led to the impoverishment of society and hunger. As a result, the socialist revolution broke out in Tsarist Russia.

Motywy Planu Marshalla w świetle amerykańskich dokumentów(Wydawnictwo Uniwersytetu Rzeszowskiego, 2015) Kowalski, KamilThe European Recovery Program was one of the most creative and inspired acts in modern American diplomacy. The article discusses the sequence of events prior to announcement of the Plan at Harvard University within the aim of providing arguments on the significance of economic and political factors of the Marshall Plan. The starting point was set in early 1947 when G. C. Marshall took the office of the Secretary of State. Then the Moscow conference and subsequent radio speech by Marshall is described. The text also comments on D. Acheson’s speech in Delta Council, Cleveland and deals with the Policy Planning Staff established by Marshall soon after his arrival from Moscow conference. The central part of the article is devoted to the report of the Policy Planning Staff (May 1947) and the alarmist memorandum prepared by William Clayton. In the final paragraph, the Marshall Plan speech of June, 5th is analysed in respect of its importance in both economic and political circumstances.
