Budżety obywatelskie polskich miast na prawach powiatu w obliczu kryzysu wywołanego wojną w Ukrainie w 2022 roku

W artykule przedstawiono rezultaty przeprowadzonych badań wybranych aspektów funkcjonowania budżetów obywatelskich w miastach na prawach powiatu w dobie kryzysu wywołanego w 2022 roku wojną w sąsiadującej z Polską Ukrainie. Analizie poddano przede wszystkim zakres i okoliczności korzystania w tej sytuacji przez władze samorządowe z możliwości zawieszenia procesów budżetu obywatelskiego a także zmiany jego wysokości. Badania przeprowadzone w oparciu o analizę danych zastanych a także analizę dokumentów i przekazów medialnych, wykazały trwałość budżetów obywatelskich w dobie kryzysu. Pozwoliły też zidentyfikować czynniki rezyliencji tej instytucji demokracji partycypacyjnej.
Fundusz sołecki w realizacji zadań gminy przez sołectwo – aspekty formalno-prawne

Fundusz sołecki jest nowym instrumentem prawnym, dającym możliwość finansowania przedsięwzięć na obszarach wiejskich. Funkcjonowanie tego funduszu od zaledwie pięciu lat wskazuje na duże i stale rosnące zainteresowanie gmin tą formą budżetu partycypacyjnego na tych obszarach. Według danych statystycznych Ministerstwa Administracji i Cyfryzacji w roku 2015 aż 64% gmin posiadających sołectwa planowało wyodrębnić w ramach budżetów gminnych środki stanowiące fundusz sołecki. W związku z powyższym warto poddać analizie dotychczasowe rozwiązania prawne związane z funduszem sołeckim oraz określić ich możliwy wpływ na działalność lokalnego samorządu. Celem niniejszego opracowania jest próba dokonania oceny uwarunkowań prawnych funkcjonowania sołectwa jako jednostki pomocniczej gminy, wykorzystującej środki funduszu sołeckiego. Uwagą objęto wybrane przepisy ustrojowe samorządu terytorialnego, przepisy o finansach publicznych, jak również regulacje dotyczące jednomandatowych okręgów wyborczych na terenie gmin wiejskich.
The allocation of participatory budgeting funds within the context of population ageing and social inequalities

In Brazil in the late 1980s, participatory budgeting was introduced to help develop deprived neighbourhoods. Modern European cities must face environmental and social threats that cause intra-urban inequalities to grow, especially with respect to the elderly. Local governments are urged to reformulate their policy agendas to withstand these trends. Is participatory budgeting not becoming a threat to tackling these issues rather than a solution as it originally was? To address this question, the intra-urban concentration of funds must be investigated. Do neighbourhoods with a higher share of the elderly – less politically active yet emotionally bound to their surroundings – tend to get less funding, as the theory of elite capture could suggest? While this question has been discussed in literature, neither the intra-urban age composition nor the specificity of Polish participatory budgets was considered. The overall goal of the study was to investigate the relationship between the age structure of neighbourhoods in Wrocław and their performance in participatory budgeting editions run between 2016–2017. By means of clustering and multiple correspondence analysis, a typical “winner” of the two editions can be determined. It is a neighbourhood incorporated into the city at later stages of suburbanisation, with single-family housing and an above-average share of residents aged 25–44. The analysis performed does not reveal any similar connections for other types of neighbourhoods, including those with above-average shares of the elderly. It is safe to argue that territorial city expansion and age-related inter-city differences cannot be seen independently of each other.
Wiedza i aktywność seniorów w zakresie budżetu partycypacyjnego

The article presents the results of a survey conducted on a group of generation 55+ Poles living in the city of Rzeszow concerning their knowledge of issues related to participatory budgets and the state of their activity in this area. At the beginning an assessment of the knowledge of the idea of participatory budget was presented. In the following, the residents’ participation in the participatory budget was assessed and the factors influencing this activity were analyzed. Conducted examinations allowed to state that the majority of respondents knows as well as positively is assessing the idea of participatory budget. Unfortunately the level of the knowledge of respondents about principles of his functioning is low. To it sources from which they obtained information about participatory budget have a direct effect. The majority of respondents is keeping the passive posture towards works on participatory budget. They are confining themselves only for giving back the vote for notified projects.
