Funkcje prawa wyborczego w kontekście wyborów do Parlamentu Europejskiego

The text contains a catalog of the functions of electoral law (creating, expressing the will of the voters, legitimizing, controlling and integrating) and a brief description of their character. Then, the European Parliament is described, focusing on regulations concerning the election procedure, both on a European and national level. The next part presents an evaluation of each function’s implementation, through the norms of electoral law to the European Parliament, particularly in the context of the elections of the 25th May 2014 from the Subcarpathia district, especially on the basis of the election’s results, stated in the declaration of the State Election Commission of the 26th May 2014.

The purpose of the article is to present institutional forms of political competition treated as arbitrational issue of the authorities based on the election. The analysis was conducted on the basis of the three forms of political competition; namely conflict, public order and the configuration between the ruling party and the opposition. The direct background to the above-mentioned forms was the election to the European Parliament in the Subcarpathian Voivodeship in 2014. Analysis was also carried out taking into consideration specifics of this Voivodeship, when treated as a specific region on the electoral map of Poland.

Negative television political advertising has become an instrument commonly found in election campaigns in most democratic countries around the world. This article is intended to show the functioning of this element of political marketing, focusing in particular on its presence on Polish soil. This article indicates the genesis of negative televi-sion political advertising, its nature, significance, and provides an analysis that included sample ads by the campaign staffs of Law and Justice, Civic Platform and Democratic Left Alliance, which were broadcast during the election campaign before the election to the European Parliament in 2009.

The Subcarpathian Voivodeship is a specific region in terms of electoral preferences. The results of the European elections in 2004, 2009 and 2014 indicated that results better than the national average were gained by right-wing parties (Liga Polskich Rodzin, Prawo i Sprawiedliwość) as well as “rural” committees (Polskie Stronnictwo Ludowe, Samoobrona). The aim of this article is to explain the factors influencing the electoral preferences.
